Capt. Chong is the Port Master and Senior Deputy Director (MSPO) of the Maritime and Port Authority of Singapore (MPA). His responsibilities include regulatory control, safe and efficient management of the port.

He holds a Master (Foreign-going) Certificate of Competency and a Master of Science (Maritime Safety and Environmental Administration) from the World Maritime University, Malmo (Sweden). He joined the MPA in 2009 as a VTS Manager in the Singapore VTIS and subsequently promoted to Controller to oversee the Marine Environment and Safety Department from 2016 to 2017.

He currently oversees three operational departments in the MPA; the Marine Environment and Safety, Vessel Traffic Management and Operations Planning and Pilotage Departments.
