Gwee Guo Duan serves as the Assistant General Secretary at the Singapore Maritime Officers' Union (SMOU). Starting as a Junior Industrial Relations Officer in July 2005, he progressed to Director of Industrial Relations. Gwee collaborates with national and international partners, including the International Transport Workers’ Federation (ITF), Maritime and Port Authority of Singapore (MPA), and Singapore National Trades Union Congress (SNTUC). As the ITF contact, he plays a key role in international labour relations. He was instrumental in creating the Singapore Crew Change Guidebook and the SG-STAR Task Force during the COVID-19 pandemic. Recognized with the Minister’s Innovation Award 2020 and the Crew Change Champion Award, Gwee was elected to the SNTUC Central Committee in 2023, solidifying his influential role in the labour movement. An alumnus of Singapore Polytechnic, he holds a Diploma in Maritime Transport (Management) and an MBA from Roehampton University.
