Mr Samuel Soo

Samuel started his career in 2008 in the Ministry of Transport, before joining the Maritime and Port Authority of Singapore (MPA) in 2012. At MPA, he has worked in various roles including flag state control; implementation of the Maritime Labour Convention; and review of policies governing port operations. He also represented Singapore at the Emergency Prevention Preparedness and Response Working Group of the Arctic Council.
From 2018 to 2021, he took up post in London, acting as one of Singapore’s liaison officers to the International Maritime Organization (IMO).
In his current role, he oversees the regulation and promotion of the bunkering industry, as well as the wider harbour craft industry.
Samuel was trained as a naval architect and also holds a Master of Engineering in Earth System Science and Technology from Kyushu University, Japan.
